Default Turbo overheating

Hi just changed my turbo inlet air hose, i didnt completely remove the inlet manifold or and wiring i just undone all the bolts and managed to change it within that space.
I now have it built back up and i thought all was fine, it will sit and idle fine with no overheating issues but when i took it for a quick 2min drive i got back and the turbo was letting off steam and was really really hot.
The water pipe going from the turbo to the expansion tank was very warm like the turbo.

I have had a look for any leaks but cant find any nor can i see any hoses that i haven't reconnected, any ideas what i have done?
its a standard td04 turbo and the cars a 1997 turbo
