Water Temperature
I've recently had my engine rebuilt with new water pump, Zero Sports 71deg stat, rad. etc.
My average normal running temp is about 83deg and fans cut in as soon as the temp ticks over to 91deg. Obviously, in traffic/going slowly after a run with boost, etc., temps can get into high 90s but I've never seen over 97yet (and it's always momentarily, as the running fans rapidly brings it back down...).
You presumably have an OEM 78deg opening stat, so your temps are very good, as they are comparable to mine running that 71deg stat!

Yes, when at normal operating temp, mine sits about half a needle's width below the halfway mark and doesn't budge.
Why not test the fans by letting the car idle from cold. Wait for it to reach normal operating temp, then the fans should cut in soon after (prob about 5mins later). They should go off again after about a minute or so, then come on again after a minute or so again. Then then this process should repeat over....

That sounds about what mines is doing, and checked the fans they're working fine, cheers for that
my 93 wrx fans used to cut in a lot. then i flushed the rad and filled system with fresh coolant from halfords 50%. The fans hardly ever come on now. even after a good hard run. oh ive fitted a 1.1 bar rad cap too.
