Correct water level in header tank?

Correct water level in header tank?
Should it be right to the top or half way? Think I may have a small water leak, is a spot of Barsleak acceptable as a fix?

the level on my classic settles at about half way. if you have an obvious leak its normally accompanied with lots of steam! eg top hose.
