Default scooby noob

I have a 98 wrx sti impreza(jap type) --=
Just have some questions to ask and hope someone can help me,

Is their a dump valve there?

the boost gauge goes out to about 1.3 on the board - that good?>(I know nothing about the gauge)

Wat rpm does the turbo kick in at?

When starting the car, i noticed blue smoke coming out of the exuast at tick over, this goes after a few minutes driving. Is that bad?

also after a good hard run, some smoke comes from the turbo when i Stopped to look.

Thanks for any help/advice

there is a recirc(ulating) dumpvalve on the front edge of the intercooler, normal boost is 0.09 .the rest someone else will have to help you with.and you should let the turbo cool down after a hard drive ,for about 2mins before switching of the engine,or buy a turbo timer that will do it for you.
