can anyone advise me on how to get more power lower down, my power comes in at 4500 rpm at the moment its a my94 hks cat back , hks dump valve and hks ind kit

 

Sounds like the car is very laggy. Get a front De-cat downpipe. There are various boost controllers out there that will help spool up time. The electronic ones are expensive, but work very well ( I use Blitz ), but many people online use the dawes thing, which I have no experience of myself.

 

dawes will bring it in around 500rpm quicker and the de-cat around an extra 200rpm on top of that
