Had this for a while now on 2003 wrx when starting up. Is this a case of topping up power steering fluid?
Along with the belts, you would be better off changing the PS fluid as well as it is something that doesn't get done on any sort of regularity/schedule.
Turkey baster/large syringe is the simplest method.

Ah ok. Timing belt has been done recently so I think it is just power steering. Are the belts easy to replace and topping up the fluid all quite straight forward.
I have literally just had this problem and resolved it, I didn’t use a turkey baster as I thought this was a **** idea, I used a brake vac pump drain the reservoir disconnect it vaced the lines out and pulled new comma fluid round, couldn’t believe the transformation. Hav a look at the pics below
