2012 Subaru Impreza - Blower Fan only works on speeds 3 and 4

My AC / Heat only works on speeds 3 and 4. Speeds 1 and 2 do not work. I replaced the blower motor resistor but still have the same problem. What else can it be?

Changing the blower resistor suggests that you have manual A/C.
Only other item is the blower switch itself, or switch to resistor wiring.

Thank you Don. Correct it is manual ac. I'll try to find the fan switch and figure out where it is and how to replace it. I didn't find any parts called blower switch but found AC switch on autozone, but nothing that would fit the make and model.

I found this site below, could the switch be referenced as another name? Possibly the control module or the relay?

It seems everything I can find online leads to the blower resistor but that seems to fix everyone's issue but mine.
