EXE to mute and unmute?

Hi, I have been using mute.exe to mute and unmute the sound on machines. However, this exe only unmutes/mutes "MUTE ALL". So when it unmutes "MUTE ALL" and wave balance has a tick in "MUTE" sound doesn't play as wav balance is still muted.
anyone have a command program that unmutes wav balance????
