Drupal Theming ?

Never heard of it - a friend is looking to hire someone with these skills (sounds like a bit like CSS or some such). Outside of recruitment companies where can I find someone with this skill??

Local University?
We've just taken a web developer student on a 48 week placement and he is very good.
Drupal themeing is pretty easy, yes it will be CSS and understanding layouts.
