USB device stops working suddenly

platform W2k pro
pc runs fine no problems , ADSL USB modem connected works fine, as soon as i try to make a connection 2 connection lights drop and unit goes dead.
works fine in 98 etc
new system
gigabyte board
2000 xp chip
etc
400w power supply
any ideas

which USB port you using? from the back or front? i got a USB external HDD and on certain PC, the USB port just hasn't got enuf juice to power the HDD, but mostly USB port at the back of the PC is OK.
