Default Help/info on 99 sports wagon rear wheels/diff??

Does anybody know on a '99 sportswagon turbo if the rear wheels should spin freely? I was doing a brake change on my brothers car as I do bits and pieces basic mechanics to keeps the cost down, when finish new discs n pads on drivers rear I noticed the wheel is basically siezed and you could barely turn it by hand. I found the passenger side to be the same before doing any work on that side, I dont think its bearings/driveshaft as its not clunky like you would expect of a bad bearing, I slackened the shoes right off to check that and made no difference, which makes me think its the diff, is it normal for it to be that stiff? Or should it be free? Any suggestions on possible problem/solutions!!

Thanks Jack
