Nice new colourful item? You mean a genuine Subaru bolt or an aftermarket one of some sort?

Assuming a genuine bolt, the correct installation sequence is to oil the thread lightly, tighten to 44Nm, and then make a further angular tighten between 65 and 75 degrees.

On a used bolt, the tightening sequence is first to 44Nm, and then to 180Nm, checking that the bolt has rotated at least 65 degrees between the two points. If less than 65, throw and replace.
