Default What should the vacuum be on idle or over run??

I have a MY99 UK Impreza Turbo and am just wondering what vacuum readings I should be getting. Reason is my brakes are really poor and I'm trying to find out why. Tried bleeding them, and swapping discs and pads, but they are still really bad. All pads seem to wear evenly and calipers appear to work fine. My boost gauge shows about -10 psi with throttle closed. Is this about right or should there be more, I have'nt noticed any leaks when on boost. Regards, Shane.

My 2001 wrx is showing -19 in-Hg at hot idle. Am sure subaru say it should be at least 17.5 ie, more than 17.5 then.
