Default Is comp stall possible when at full chat?

Just remembered something I need answering.

When my car has first started, for a while I can here comp through the induction kit. Sometimes if I get the pressure just right it will flutter nearly every time.

Anway, I've really only had a chance to open it up properly a few times and what I've noticed is that I can hear the same flutter sound although not as fast (or not as frequent as when at lower pressure)

Its hard to explain I guess. it sounds like fluttering anyway. Its a VF29 with a forge re-circ.
