If you think you have exhausted all other avenues, ie. paypal dispute, countless emails, etc. then name the perp.

Try and be a little more patient if you can.

As long as you have the right information (and it's amazing what you can find out using the internet if you don't quite have all of it ) you can go through this route
claim online

I've used these before a year or so ago with great success. The defendant used the excuse of it was sent but must have got lost. The Judge deemed it the sellers responsibillity to ensure goods were delivered, not the postal/courier service and therefore the seller could claim back the insurance and pay back me

It will cost a few quid though, not much but it will determine if it's worth your while to go this route. All depends on the sums involved I guess.

Search other subaru sites, you may find that the seller uses the same user name around different websites and leaves clues as to their whereabouts etc.

Noticed my paypal has given him a different shipping address
Just been to another address and have a slip left there by the post to go to the office (dated 20th)
So I may have it after all
I did give him the right address to send to though
