Front Fog removal

on a MY99

Had a quick go today, but had to shoot out so didn't finigh it.
I removed 3 10mm bolts, but thebugger still wouldn't come out.
I didn't want to break anything, so what am I doing wrong?

are you sure you removed the three securing bolts cos one is an adjuster

I think so. One on the top, outer edge, two at the bottom. Its all I could see.
