Default Turbo fitted to a 1997 Impreza Sti Type R and whine

Can anybody tell me what turbo is fitted to a 1997 Impreza Sti Type R. I think its a version 3 (has blue dash clocks, speedo etc).

I have a constant whine coming from turbo area and have been told its the turbo. Its whining on boost and off, as soon as I touch accelerator it starts to whine. Ive checked gearbox oil, diff oils. Turbo boosts fine just whines constatntly. Also no smoke are anything like that. Personally dont believe its turbo but have no more ideas. WOnder if anyone on here can suggest

if its a vf28, which i think it will be then thats quite normal to hear the turbo spooling, as they are ball earings rather than rollers
