handbrake struck on?

Hi my rear brakes on my 93 wrx seem to be seized on when i go to use my hand brake it doesent work it just feels like its stuck on slightly all the time.
Any one know what this could be?

The same thing happened to me after leaving my car standing for 2 months. I just put the car in gear and slowly moved it back and forth until it went ping and released no probs.
