Try this UK plates are under Regulation 14 and imports are under regulation 14A

also see here, but police have put pressure on DVLA because of ANPR and added some more restrictions, which wern't there last year. The document below is a "sortened, version" of the Regulation 14 & 14A your'll need a laywer to interpret. Also MOT maybe changed as these Regulations are NOT at the moment a requirement to PASS test. IMHO
