Closed Deck Block, what does it mean ?

Hi everybody,
Excuse my completet ignorance but what does a closed deck block mean ?
I have an RA and apparently it has one, someone said it makes the engine stronger ?
I haven't got a clue !

Take a shufti at the following site: http://www.geocities.com/subman2001nz/ and have a look at the bottom of the lefthand 'site pages' menu - should help.
