im a bit confused by the headline of this article. how could little les escape a ban? he wasnt driving! he commited no offences and was disciplined internally. in fact a written reprimand is more than i would expect a guvnor to get.

He probably DID commit an offence by not intervening. The most surprising thing about this story is that the officer who was driving at over twice the speed limit "got off" with only three points.
