the shims.. if the shims are about the size of a 10p and you can see them under the cam lobes on top of the buckets then they are NOT STI.
STI shims are under the buckets and cannot be seen when assembled.
This is correct for STi3 and 4 anyway.

Anything with an outside bucket is unlikely to be STi spec.
