I'd have the MAF sensor checked ,they fail often on the 99-oo models but will go sometimes on the earlier ones too, one of the symptons is excessive fuel consumption.
Have you checked the mpg properly? [fill to the brim, do say 50 miles or so, neck it again then divide litres it took to refill by 4.55 to give gallons used ,then divide the miles you did by the gallons used to give the magic figure,ie 50 miles took 9litres [1.97 galls] 50 miles diveded by 1.97 =25.38 mpg !! (you wish)
Expect 18-22 mpg ,less if modded by much

If it's running rough off boost, the Lamda sensor is a good candidate for being on the way out. Get it checked out

£45 gets me 230 on Super £11 would get me around 55 miles. So I'd say your cars fine as far as fuel consumption goes.

Talking

My first fill up on my 99MY gave me 23.5mpg, which was about what I was expecting.

A mixture of around town driving, dual carriageway and some foot flat to floor stuff.
