Default Flames out of my exhaust....is it normal??

hi everyone

i have just recently fitted my new 3" Exhaust System with no cats, standard Up-pipe, yesterday i was driving it with my mates EVO V and he told me he saw flames out of my exhaust, is this normal?? as my car doesnt have anti-lag, i have had 4 scoobs in total and none of them have ever done this before, also i have been told it might be running too rich?? is this normal??

Current specs:

MY98 Full PPP
PPP ECU
STI V4 Intercooler
Magnex Twin-Dump downpipe
3" Exhaust system - no cats
STI Panel Filter
HKS SSQV

The SSQV will be the main cause.
