Default Dodgy steering rack

Recently my steering has felt really weak, indirect and the car has started tramlining badly. Thought it might have been wheel alignment/tracking but the PAS pump has started whining and needs topping up weekly. Got it on the ramp and PAS fluid is seeping out of o/s gaiter. Do I need a new rack or can it be repaired im getting different answers from my local experts

Thats what mine looked like. That gaitor is a dust cover, not a fluid seal.
