Question Boost solenoid help

could someone in the know please explain to me how the boost solenoid works??

ive tried the trick connecting the green plugs so it cycles the electrics whilst cleaning it out with brake cleaner or similar. If i were to blow down one of the pipes going to it ,when it switches would air come out the other pipe?? i can hear it clicking away but am wondering if it is actually moving inside?

thanks for ur time

ive checked the boost pipes , and they are as they should be. ive had it at the dealers and they reset a fault that had come up but every thing seems to be operating. im under the impression that the solenoid is stuck causing the wastegate to open up hence getting low boost. (i think).
