I am in the process of wanting to upgrade my car, but am fairly new to this impreza lark, and keep hearing about Tek3 upgrades and how owners have been more impressed with it than the PPP.

Could someone please tell me what it is, and can it be fitted to a 03 plate WRX?

It is effectively the reprogramming of the standard ECU with a new engine map that is customised to the individual cars modifications, i.e. what exhaust you have, turbo you have, etc in order to get a bit more poke out of it (hopefully within safe parameters)
