Question Classic bumper & bootlid!

Not terribly technical - recently stripped car for re-paint:

1) The back bumper had a steel strip fitted above the bumper where it bolts onto the bumper bar - should the front bumper have one similar?

2) Having nearly lost my fingers removing the first boot hinge, I hadn't noticed exactly how the torsion bars were fitted, now I've got it back together the boot flies open with great force!!!!! Should the torsion bar be located in the little pivoting bracket under the hinge, or is this just to aid fitting and the bar should rest on the hinge itself?

Assistance gratefully received.
