Boost control Solenoid

On the boost control solenoid there are three pipes, On the bottom of the boost control solenoid there is a pipe, black vac hose...what is this pipe? Where does it go?

Car is a 94 mk1 legacy..single turbo.

i thought that i went to the wastegate, i could be wrong though
