is there a passenger compartment fusebox on the 96 wrx wagon and if so where is it cos i cant get any cold air from my heater. (the tap is not opening or closing (the motor works ok)?

fuse boxes in engine bay and under dash on drivers side by the bonnet release

not to be an *** - but is the drivers one easy to get to or do i need to remove anything - its an import
