Just replaced standard panel with Green Filter - I seem to get a high pitched whistling noise until full boost - sounds like induction noise - is this normal or is my car blowing up?

No - not serious - I would rather cut the floor out of the Scoob and run along like Fred Flintstone than drive a Skoda - even if they are supposed to be better nowadays....

Just replaced the panel filter on my MY01 WRX with a Green one, yeah it does make that sound, its supposed to. Had a blitz induction kit on my last scoob and it sounded even louder.
If you listen to it when driving hard it actually makes another little noise when you come off throttle.
