I purchased some "650" cc/min at injectors for my STi 8 when I was in the UK and when I took them for testing back home they only delivered 600cc/min at 3bar and 640cc/min at 4 bar. Is this normal for manufacturers to overquote?

 

At what pressure were they quoted to flow 650cc?

 

I presume since they are for the GDB WRX/STi which both run +/- 3bar at idle where you normally test injectors , I think :-( .
They sold as 650cc/min at 3 bar fuel pressure and it says 650cc on the pamflet that came with them although I cannot make it out the rest since my Japanese "are not so good" .
