OBD-II port Fuse

Does anyone know which fuse supplies the OBD-II port on MY01 WRX ?
This is the connector underneath the steering column PIN 16 should be 12v and Pin 4 GND .. but there appears not to be any voltage on these pins .. I suspect that a fuse has blown....
Any help would be appreciated...
