Similar thing happened to me about 3 years ago after a pull for going through a set of temporary lights at red 
ooh-er missus!
I left the cheque for the fixed penalty payment too late and later in court my fine was only half the fixed penalty amount!!!
Something strange is going on..

My friend got a speeding ticket for doing (a la GATSO) 37 
in a 30mph zone...........
He thought 'rough' - a 'little unfair'.... (understandably). and wished to pay the 60 pounds and receive a slender 3 points up the rear end (NOT!)......
Anyhow - he forgot & subsequently received a summons - TO COURT ! (YOU have sinned and need further punishment!!!!!!!!!!!).....
HE attended - and the magistrates stated 'we will reduce the fine to £30, and negate points on your licence'......
Conclusion - there are some people out there who THINK and act SENSIBLY.........
Lets hope it rubs off on our government.....?
