GC8 Catch tank return to sump bung location

Regarding the rebuild of my '98 Turbo 2000, I am currently exploring various catch can solutions.
I am particularly interested in the larger RCM non-race option.
For returning the contents of the can to the tank, I've observed that RCM's sump kits feature an AN08 return positioned just above the drain plug, which is relatively low within the oil level.
I am curious if this is the recommended approach, as the general consensus appears to suggest that such returns should ideally be situated above the oil level. Please note that the RCM kits also involve the removal of the PCV valve, and I wonder if this detail has any bearing on the matter.
