Sti wagon version 4 spats?

Hi all
I have an Sti wagon on S plate with later interior and Dash, on the exterior trim should i have spats or was this an optional extra ?

I got these for my wagon a few years ago before people started charging silly money, but I often look at them and don't really 'get' them!
