Annoying screeching from rear of car. What is this part I'm looking at?

Default Annoying screeching from rear of car. What is this part I'm looking at?

MY09 STI. I have a really annoying high pitched screeching sound coming from the rear of the car at low RPMs. It seems to follow the exhaust tone roughly. I've checked the exhaust itself and the hangers are all fine and the clamps are all nice and tight so its not that.

Above the exhaust backbox is this piece of metal, a heat shield I assume? Its rusted away at the bolts and is loose. Could this be the culprit? I can't find anything else loose back there.

In the video, I'm just under the rear bumper facing upwards, just behind the exhaust tips

It's not clear if this noise happens when moving, or just at low rpm static, in gear, or coasting? The video just shows the broken shield.
