2003 WRX Wagon

Is there a way to reset this?

I tried turning all ancillaries off and letting it tickover for a fan cycle but on keying back on the figures are the same.

Is this normal or do I need to fix it, and if so, how?

I'm pretty sure my classic was around the same values

 

only time I saw less then 100% on full throttle was when the owner had fitted a thicker then standard carpet, this was fouling the pedal,
On the PSI3 it reads 0% with no foot on and idling and 100% if it is pressed to the floor.
