I have a vacuum gauge on my impreza and I am a little confused as what it's function is and what the correct reading should be?

A boost gauge possibly? If so, it's there to show the level of boost the turbo is producing. It will show vacuum when the car is idling or when the engine is under little/no load.

No, I also have a seperate boost gauge.

This gauge reads vacuum but never seems to move. I initially thought it may measure the vacuume of the fuel system?

Ah right, it probably just there doing nothing then. The fuel system is positive pressure so it won't be for that. As an example, my fuel pressure is something like 38/40psi at idle and about 65psi on boost.

Your Boost gauge should read down to -20hg or something. So I can see no reason for a dedicated vacuum gauge.....
