Have the Police got nothing better to do......
In earlier times before speedcams there were more traffic police and they used to find out the uninsured or drunks etc. when stopping them for any obvious bad driving. That used to catch most of the bad ones and make others too nervous to try it on. The coppers were more reasonable in that you would not so likely to get done for a minor offence so much as get a bit of a bollocking and a warning. Made most people be more careful and the police were far more respected too.

I'm thinking someone reported her to the police for being an obvious danger. Unfortunately, there are many others out there, at least without insurance, who are not an obvious threat. So the conversations that may have lead to this woman being reported are less likely to happen.
It'd be interesting to know how, for driving offences at least, how much the police rely on "information received".

The rest of the time, you use your nose to sniff them out - shoddy condition of the car, witnessing dangerous driving, checking on people you know offend etc.
