If the limit was 0 then there would be people failing roadside breath tests because they have used mouthwash, had certain kinds of medicine and those horrible sweets with a tiny amount of booze in them.
People would also fail the next morning after having a couple of glasses of wine. And, it would mean every single person stopped driving a car (for whatever reason) being given a breath test.
Oh, and it would ruin 1000s of lives per year.

I think all Leslie was implying is that if you have the car forget the drink; they really dont mix well [and then add a dash of youth; nasty!].
Someone suggests they chance driving after 3 pints here and I guess that is what prompts such a 'dont even go there' type of rresponse. I see the logic!
