Yes but the outside ambient was 30'c
Running 70mph as a test isn't really a test at all , as to say driving down a motorway 6th gear under 3000 rpm with my finger on the spray ( not really
Ov course it's functional , that's why it's there ... Just wouldn't use it in that scenario is all

just to note though, intercooler in temp on a Subaru at WOT, that's post turbo, can range from 120c up to 180c depnding upon set-up and how hard the turbo is working, so a single nozzle spray will have little effect on those temps but will impact on heatsoak which is what it's designed for.

Agreed, 30 degrees ambient, then spray the cooler with essentially cold water,
At what point does the Intercooler now become a charge cooler??

True. I use mine if I've been for example, stuck in traffic then the traffic clears. The temps fly down much faster using the spray. Once I've been on the move and cruising for a few minutes I turn it off.

A couple of 120mm x 25mm 12v DC computer cooling fans would do, £4 each on eBay. That's sure to keep a breeze on the Intercooler

I think you'd be pissing in the wind with fans of that size, who knows though.

I most definitely felt the forces of heat soak last weekend - my first lap out of the pits was boggy as hell, at least until I got a few seconds on the straight and some airflow through the IC. I can imagine it's a horrid handicap for 1/4mile runners.

Bit off topic but my IC spray is bust on my newage sti, you press the button and hear the motor but there is nothing coming out near the top mount IC. Any ideas what this could be?
