Is there any neat little programmes out there that can blur the numberplate of a photo ?

You can do it in almost any photo package, usually by airbrushing or cloning around the area.

You can even do it crudely in Paint, the one which comes with Windows. Select the spray can tool, then the pipette. Left click on the numberplate background to select that colour, it should change back to the spray can. Spray over the letters in the plate until you cant read it. It's crude, but it will work.

If you have access to any Photoshop/Paintshop or similar there are much better ways of achieiving the same and you can select just the number plate area so you dont mess up the rest of the pic :thumb:

One word of caution, I've seen a number of car plate disguised by 'swirling' the letters in photoshop. This looks cool, but the plate can easily be 'unswirled' by reversing the action on the plate - its the same technique that caught that paedophile grooming children on the web a while ago.

I tend to use the colour picker to select the background colour of the plate, use the lasso tool to mask the plate, and then hit delete. It should replace the plate with a solid block of your picked colour (white/grey or yellow).

Its a slight variation on CW's spraycan technique.
