If you record this as a photoshop action you need only do it once...
In photoshop 7 you will need to select foreground color from the palette first before canvas size, otherwise in CSx you can do it in the dialogue...
canvas size - relative, 4 pixels, colour black.
canvas size - relative, 2 pixels, colour rgb(190,190,190)
canvas size - relative 36 pixels, colour black
i also put the (C) text in this action too and leave the text layer after the action stops so i can move the text where i want

again stick this in an action...
canvas size - relative, 1 pixel (height and width), align to top-left, colour rgb(50,50,50)
[this gives the black line edge on the right/bottom]
duplicate layer
select original background layer
canvas size - relative, 26 pixels, colour white
canvas size - relative, 12 pixels height only, align top, colour white
[this is for extra space at bottom for the (C) text
select copied duplicate layer
layer style drop shadow - 90 degrees, colour black, opacity 75%, distance 5px, spread 2px, size 16px - other options default
then adding text i select background layer and add a text layer.
that's it.
