Is anyone aware of a computer (Windows) programe that can convert a standard photo to make it look like a painting, preferably one that is UK based so the language in the manual is understandable!
Posting here in Photography first in case anyone on here knows, if not I will post in Computer section later.
Anyone know?

The dry brush filter is nearer to what I am looking for, but don't have CS3 - budget doesn't stretch to that.
Don't suppose this filter is in the cheaper Elements is it?

Sure is
here's 2 mins in elements at default - you can change detail, brush size, etc
