When using Manual setting (Canon 20D) although I am guessing that this question is generic. What shutter speeds and aperture settings would you usually use for static subjects indoors using the on camera flash. I am guessing that using the exposure meter once you have set aperture and ISO values is irrelevant for the shutter as the meter is exposing for the ambient light rather than the light once flash is set-off.

Just set to 'P' and pop up the flash. Camera will do all the rest, including balancing the flash and ambient light. Built-in flash doesn't have much power so turn up the ISO if you get dark images.
I think the Green setting does the same thing, but also gives a burst of pre-flash if it's too dark to focus without. This gets on my nerves though and I find is usually unnecessary.
You can make things much more complicated that this, but for simple indoor shots of friends etc, it should do the trick :)
Just try a few test shots.
