Please could someone explain why the front fog lights of my recently aquired MY98 Impreza Turbo only light up when the main lights are on full beam?

Probably because they are not foglights

Seriously though, it is possible to get a driving light conversion where the foglights are replaced with, for example cibie lights, and these are wired to come on only with full beam.

from the sounds of it, you've had the conversion done, which is nice.

 

Are you sure they are fogs?

They maybe driving lamps which usually come on at the full beam setting.
