Does anyone know if solar chargers which plug into the car's cigarette lighter are able to charge the car battery when the ignition if off?

No, it won`t. Best way would be to hard wire another socket (fused) to the battery and plug in the solar panel.

imho - These solar panels don`t really give enough output to charge anything.

They do the small solar panel chargers but ALSO large ones which are 10 times more powerful and WILL cahrge the battery, hope this helps
