cheersi take it you mean to next door .... no real reason i can think of except venting loft space or nosie neighbours... block them up is ok

If they are through to next door, block them up.

If they are through to outside, they are for roof space ventilation to prevent condensation building up. I'd not block them up!

As above, I had no ventilation in my loft when i moved in and in the winter it was dripping wet everywhere and mould grew on the rafters, I used a hole saw and cut some vents into the soffit boards and hey presto the problem was cured :D
