why are there so many of these in and around cardiff, i thought they weren't being used this year ??

I think the new rules allow 1 per manufacturer to do a safety check of the stage and relay this to the teams, in a similar way to gravel crews.

Because today was the main recce day. The drivers get 2 runs of the stages to make their notes and the recce cars tend to be the gravel cars from yesteryears..
